Summary

Scope of Work
The selected contractor will assess LMS platforms and design and develop R3 practitioner
curriculum for the Council between now and December 15, 2024. The scope of work will include:


• Recommend the most appropriate LMS platform based on a full investigation of cost
and functionality of multiple LMS platforms capable of administering educational
content in desired format, with full design, administration, certification, and student
management capabilities.
• Review of the National Hunting and Shooting Sports R3 Practitioner’s Guide to identify
major themes for curriculum design and development.
• Review of R3 practitioner survey results to identify highest areas of training needs in the
R3 community.
• Design and development of full curriculum for 6-10 education modules within the LMS
platform.
• Creation of resources that can translate the 6-10 education modules into facilitated inperson
trainings.
 

Deliverable
The deliverables will be the selection of an ideal LMS platform that meets the needs of the
Council along with the design and development of full virtual and in-person curriculum for 6-10
education modules based on the needs of the R3 community, expertise of Council staff, and
information shared in the National Hunting and Shooting Sports R3 Practitioner’s Guide. All
resources will be created using education industry best practices for virtual and in-person
curriculum design and development.

Compensation Information

It is the desire of the Council to provide a thorough and comprehensive evaluation, design, and
development process while exercising fiscal responsibility. Proposals may include a range of
estimates based on a range of serves within a single project approach, but total budgets should
not exceed $85,000.
