Summary
The Compliance Program Manager will provide programmatic support to the Lead Compliance Program Manager and the Chief of the Environmental Compliance Division (ECD). The position will be responsible for providing program management within ECD, which is responsible for implementing and maintaining an Environmental Management System (EMS), ensuring MDOT SHA’s facilities and operations comply with applicable local, state and federal environmental laws and regulations. The position manages multi-media compliance programs, consultants and contracts necessary for implementing and sustaining MDOT SHA’s EMSs designed to maintain air, water, and land compliance and regulations related to air emissions, storm water and wastewater discharges, groundwater and soil contamination, hazardous waste disposal, hazardous materials handling, spill prevention and response, underground and aboveground storage tanks, drinking water systems, septic systems, asbestos and lead based paint.
Minimum Qualifications:
Education: Possession of a bachelor's degree from an accredited college or university in natural sciences, earth science, physical science, environmental science, chemistry, physics, biology, agronomy, forestry, horticultural or related sciences, geography, environmental planning, civil engineering, sociology, economics, planning, anthropology, architectural history or related fields such as ecology, landscape architecture, or environmental engineering.
Experience: Six (6) years of experience in environmental analysis to include the development of plans, specifications, estimates, and design, or six (6) years of experience in environmental management to include the development, implementation and monitoring of environmental compliance plans for air quality, storm water management, wastewater treatment, hazardous waste management, pollution prevention, solid waste management or multi-media operations.
Selective Qualification: Three (3) years of experience ensuring compliance with federal and state environmental laws and regulations pertaining to water, air and land management.
1. Possession of a master's degree in one of the disciplines required may be substituted for one year of the required non-supervisory experience.
2. Possession of a doctorate degree in one of the disciplines required may be substituted for two years of the required non-supervisory experience.
3. U.S. Armed Forces military service experience as defined under the minimum qualifications may be substituted for the required experience on a year-for-year basis.
