Serve as an expert on the development and implementation of prominent Environmental Education (EE) initiatives and policies, act as the central coordinator for matters related to EE and Environmental Justice, and represent Regional Administrator positions to EPA Headquarters, Regional Staff, and communities on Environmental Education.

Summary

This position is in Region 7, Office of Intergovernmental Affairs, Communities Section. This is an office-centered position*—you must physically report to the duty station stated in this announcement on a regular basis.

Duties

You will:

  • Provide expert advice and assistance to management on matters relating to the development, execution, and monitoring of significant initiatives and highly visible EE (Environmental Education) policies, plans, and programs affecting the region.
  • Serve as the focal point and recognized authority for coordinating policies, procedures, issues, and other matters pertaining to Environmental Education and Environmental Justice.
  • Work as a project officer to document baseline monitoring requirements, review applications, and manage assistance agreements in accordance with agency policies.
  • Represent the RA (Regional Administrator) Positions to the EPA Headquarters, EPA Regional Staff and our Communities on Environmental Education.

You will spend 25-50% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

Qualifications

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as monitoring program activities and making recommendations to managers pertaining to Environmental Education or Environmental Justice.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 

  • Knowledge of management and organizational principles and practices.
  • Knowledge of the design and conduct of comprehensive management studies.
  • Ability to represent the region before communities, non-governmental organizations, and elected representatives with regard to highly visible policies, plans and programs.
  • Skill to plan, organize and direct team study work and to negotiate effectively with management to accept and implement recommendations.
  • Knowledge of qualitative and quantitative methods for the assessment and improvement of program effectiveness.
  • Knowledge of the substantive nature of program and activities; EPA missions, policies and objectives.
  • Skill in written communication.
  • Skill in oral communication.

$99,916 - $129,889 per year
